Nicolas Meunier enlisted with the Royal 22e Régiment (R22eR), Canadian Armed Forces, at Valcartier, QC in 1993 — beginning one of the most operationally diverse careers in Canadian military history. Within three years he was deployed to Haiti as a UN peacekeeper, serving as part of the close protection detail for the President of the Republic of Haiti during the UNMIH and UNSMIH missions. As a young soldier, he learned what it means when institutions collapse and human life depends on a small team making the right call.
Over 12 years with the infantry, Meunier served in multiple specialized roles at Valcartier: Urban War Instructor, Mountain Instructor, and Elite Shooting Team member (Connaught Ranges, ON). He deployed twice to the Former Yugoslavia as part of NATO-SFOR Op Palladium — as Informant and Inspector in Bosnia-Croatia (1999–2000) and as Inspector of Belligerent Sites in Bosnia-Herzegovina (1999). His mandate: ensure armed forces compliance within the Canadian Area of Responsibility, inspect weapons cantonments, conduct civilian protection patrols, and support the resettlement of displaced persons under the Dayton Accords.
In 2005, Meunier qualified as a Search and Rescue Technician (SAR Tech) — one of only approximately 140 in the entire Canadian Armed Forces. SAR Techs are among the most elite multi-disciplinary specialists in Canada, trained in Arctic rescue, parachuting, diving, mountain climbing, helicopter rescue, and advanced pre-hospital paramedic care. He served at 424 Squadron, Trenton, ON (2006–2010) and then as Team Leader at 442 Squadron, Comox, BC (2010–2014).
In January 2010, he led Op HESTIA — the first formal overseas deployment of Canadian Forces SAR Technicians in response to the catastrophic Haiti earthquake. As Team Leader and Subject Matter Expert, he commanded intricate search and rescue operations, medical treatments, air evacuations, and multi-agency coordination with civilian and governmental organizations across Port-au-Prince.
While completing his MA, Meunier contributed to the UNISDR Project in BC (2013) before securing a position at UN OCHA Geneva in 2014. Based at the Palais des Nations, he worked within the Field Coordination Support Section (FCSS) of the INSARAG Secretariat, contributing to the INSARAG External Classification and Reclassification (IEC/R) process, the Poland USAR team classification review, and the humanitarian relief response to the Serbia-Bosnia flooding. He also represented INSARAG as an assessor in Warsaw, Poland. His work was recognized with a formal letter of commendation from Terje Slavdal, Chief of FCSS and Secretary of INSARAG.
Following his UN engagement, Meunier served as Assistant Director of Planning & Development at the Canadian Red Cross, BC-Yukon Region (Victoria, BC). He re-evaluated and rewrote the Emergency Plan for BC-Yukon, formulating and implementing policies to align stakeholders, volunteers, authorities, and governmental partners.
Meunier became a founding operational leader of Team Rubicon Canada and served as International Advisor (2017–2020) and Operational Lead Canada (2016–2021). He deployed as Special Field Advisor during Op TRAGON in Haiti (2016), coordinating security, protection, distribution, assessments, and recovery continuity across up to 8 international and national organizations in the aftermath of Hurricane Matthew. He established international networks and led coordination of government escort, security, and humanitarian relief across the disaster zone.
In parallel with his humanitarian work, Meunier applied his operational expertise to the world of high-performance international events. He served as Operation Special Advisor and Race Operation Specialist for Formula 1 (Montreal 2016–2023, Las Vegas 2023, Miami 2021) and as Special Operation Advisor for DHL Logistics — the official logistics partner of F1 — ensuring FIA standards compliance, venue operations management, and safety protocols across global race events.
Meunier holds a Master of Arts in Disaster and Emergency Management from Royal Roads University (2013), where his research earned the Annual National Student Award for his project on collaborative disaster training. He is a PhD Candidate focused on intelligent, resilient, and interconnected community reconstruction. He received a scholarship from the International Peace & Security Institute for the Hague Symposium on Post-Conflict Transition & International Justice (2013).
